India and Mauritius: Building a Shared Future, $680 Million Strong

The recent state visit of Mauritius Prime Minister Dr. Navinchandra Ramgoolam to India marked a significant milestone in the bilateral relationship, reinforcing deep-rooted partnerships and delivering a host of positive outcomes across strategic, developmental, and cultural spheres.

    • Construction of a 500-bed Sir Seewoosagur Ramgoolam National Hospital.

    • Launch of Mauritius’s first Jan Aushadhi Kendra to provide affordable medicines.
  • Transport, Ports, and Energy:
    • Modernization of Port Louis facilities and acquisition of advanced port equipment.
    • Expansion and development of roads and the completion of the air traffic control tower at SSR International Airport in Port Louis.
    • Construction of Ring Road Phase II and upgrading the motorway network.
  • Renewable Energy Cooperation:
    • Government-to-Government (G2G) proposal for a 17.5 MW Floating Solar PV Project at Tamarind Falls, with NTPC Ltd. set to finalize implementation.
    • Commitment to enhanced collaboration on power and sustainable energy production.
  • Budgetary Support:
    • India’s extension of budgetary assistance worth $25 million to Port Louis this financial year.

Advancement in Science, Technology, and Education

Several vital Memoranda of Understanding (MoUs) were signed, reflecting the ambition to strengthen research, innovation, and education exchange:

  • Science & Technology:
    • MoU for cooperation between India’s Department of Science and Technology and Mauritius’s Ministry of Tertiary Education, Science and Research.
    • Joint oceanography research between the National Institute of Oceanography (India) and Mauritius Oceanography Institute.
    • Hydrography collaboration, enabling advanced marine studies.
  • Education:
    • Academic agreements between Indian Institute of Technology (IIT) Madras, the Indian Institute of Plantation Management (Bengaluru), and the University of Mauritius, promoting student and faculty exchange, joint research, and innovation.

Space and Administrative Cooperation

A notable agreement was signed for the establishment of a telemetry, tracking, and telecommunications station for satellites and launch vehicles in Mauritius, deepening India’s engagement in space science and its application for the island nation.

Additionally, the Karmayogi Bharat initiative will contribute to public administration capacity building in Mauritius, drawing on Indian platforms and expertise for civil service training and governance enhancement.

High Impact Community Development Projects

Under Phase II, further Indian grant assistance was announced for small development projects critical to community welfare, including schooling, local infrastructure, and women’s empowerment, with a total grant of approximately ₹96 crore.

Maritime Security and Regional Stability

Both nations reiterated shared commitment to a “free, open, secure, and stable Indian Ocean,” with India pledging continued support for
Mauritius’s Exclusive Economic Zone, refitting of coast guard assets, specialized equipment for maritime surveillance, and technical cooperation to counter piracy, illegal fishing, and drug trafficking.

Trade and Financial Cooperation

India and Mauritius agreed to move forward on enabling trade in local currencies, building on the successful launch of UPI and RuPay cards in Mauritius last year. Facilitating transactions in local money will further boost bilateral financial linkages.

Support for Mauritius’s Sovereignty

Prime Minister Modi congratulated Mauritius on the conclusion of the Chagos Agreement, a landmark step for Mauritius’s sovereignty. India reaffirmed its stance on decolonization and its unwavering support for Mauritius in international forums.

People-to-People and Cultural Connection

The visit re-emphasized the unique civilizational ties between the nations, from spiritual traditions to Indian-origin population in Mauritius. Events in Kashi, among others, highlighted these living links and common aspirations for shared growth.
